Report from Student Trustees
Student Trustee Maryam provided an update on behalf of the student trustees. Student Trustee Maryam reported that the Student Senate meeting took place on Wednesday, April 24. Student Trustee Maryam noted that the student trustees presented to their peers on the initiatives they focused on this year, which included presentations about the topics of composting in SCDSB schools and mental health and well-being supports available to students.

Report from the Closed Session of the Board in Committee of the Whole
The Board ratified the following recommendations taken in the closed session meeting of the Committee of the Whole on Wednesday, April 24, 2024:

  1. That the Board approve the purchase of the Wasaga Beach secondary school site, as set out in Report No. CL-BF-D-2, Wasaga Beach Secondary School Site Acquisition, dated April 3, 2024.
  2. That the Board approve the school administrator appointments as set out in Report No.CL-HR-D-1 School Administrator Appointments, dated April 10, 2024.

    Vice-principal appointment effective April 2, 2024
    Sean Hogan from Student Success (teacher) to Allandale Heights PS

    Principal appointment effective April 2, 2024
    Fred Van Arragon from Allandale Heights PS (VP) to Innisfil Central PS

  3. That the Board ratify the collective agreement reached with the Ontario Secondary School Teachers’ Federation (OSSTF) District 17 (Simcoe) (Occasional Teachers’ Bargaining Unit) for the term of Sept. 1, 2022, to Aug. 31, 2026, as set out in Report No. CL-B-2-a, Board Ratification of Ontario Secondary School Teachers’ Federation (OSSTF) District 17 (Simcoe) (Occasional Teachers’ Bargaining Unit) and Its Local Agreement, dated April 24, 2024.
  4. That the Board ratify the collective agreement reached with the Ontario Secondary School Teachers’ Federation (OSSTF) District 17, Simcoe Teachers’ Bargaining Unit for the term of Sept. 1, 2022, to Aug. 31, 2026, as set out in Report No. CL-B-2-b, Board Ratification of Ontario Secondary School Teachers’ Federation (OSSTF) District 17, Simcoe Teachers’ Bargaining Unit and Its Local Agreement, dated April 24, 2024.

Consent Agenda
All recommended actions outlined in the Board Meeting Reports were approved by the SCDSB Board of Trustees during public session of the regular meeting of the Board.

D-4 Business and Facilities
The Board approved the following motions:

  1. That the Board approve an attendance area and program review be undertaken, commencing in the fall of 2024, that includes East Oro PS, Forest Hill PS, Guthrie PS, the New Oro-Medonte elementary school and W.R. Best Memorial PS, as set out in Report No. BF-D-1, 2024-25 Accommodation Plan, dated April 3, 2024.
  2. That the Board approve an attendance area and program review be undertaken that includes Johnson Street PS and Shanty Bay PS as set out in Report No. BF-D-1, 2024-25 Accommodation Plan, dated April 3, 2024.
  3. That the Board approve an attendance area and program review be undertaken that includes Couchiching Heights PS, Harriett Todd PS, Lions Oval PS, the New Orillia elementary school, Orchard Park PS, and Regent Park PS as set out in Report No. BF-D-1, 2024-25 Accommodation Plan, dated April 3, 2024.
  4. That the Board approve an attendance area review be undertaken, commencing in spring 2024, that includes Coldwater PS, Marchmont PS and Warminster ES, as set out in Report No. BF-D-1, 2024-25 Accommodation Plan, dated April 3, 2024.
  5. That the Board approve the schools closed to new out-of-attendance-area students for the 2024-25 school year, as set out in Report No. BF-D-1, 2024-25 Accommodation Plan, dated April 3, 2024.
  6. That the Board approve the continued pursuit of facility partnership opportunities for capital projects under consideration, as set out in Report No. BF-D-1, 2024-25 Accommodation Plan, dated April 3, 2024.
  7. That the Board approve the Accommodation Plan, as set out in APPENDIX A of Report No. BF-D-1, 2024-25 Accommodation Plan, dated April 3, 2024.
  8. That the Board approve the amendments to Trust Declarations, as set out in APPENDIX A of Report No. BF-D-2, Amendments to Trust Declarations for Scholarship and Trust Funds, dated April 3, 2024.

D-5-a Revisions to Policy 3135 – Human Rights and Equity
The Board approved the following motion:

  1. That the Board approve revisions to Policy 3135 – Human Rights and Equity, as set out in APPENDIX C of Report No. D-5-a, Revisions to Policy 3135 – Human Rights and Equity, dated April 24, 2024.

D-5-b Special Education Advisory Committee Member Appointment
The Board approved the following motion:

  1. That the Board appoint to the SCDSB SEAC, effective May 1, 2024, Jennifer Jackson as the SEAC member representing Simcoe Muskoka Family Connexions, as set out in Report No. D-5-b, Special Education Advisory Committee Member Appointment, dated April 24, 2024.

D-5-c Appointment to the Ontario Public School Boards’ Association (OPSBA) – Director and Alternate Director for the 2024-25 School Year
The Board approved the following motion:

  1. That the Board appoint Chair Lloyd as the representative to serve as a director on the OPSBA Board of Directors, and appoint Vice-chair Rafeek to serve as an alternate director as set out in Report No. D-5-c, Appointment to the Ontario Public School Boards’ Association (OPSBA) – Director and Alternate Director for the 2024-25 School Year, dated April 24, 2024.

D-7-a Student Attendance and Achievement
Chris Samis, Superintendent of Student Achievement (K-6) and Special Education, provided a report on student attendance and achievement at the SCDSB. Superintendent Samis spoke to factors that impact student attendance as well as data and trends, and plans for an awareness campaign to promote the importance of regular attendance.

D-7-b Director’s Annual Report
John Dance, Director of Education, shared the 2022-23 Director’s Annual Report to the Community highlighting the many positive initiatives that took place throughout the 2022-23 school year. Additionally, highlights were shared in video format. The full report and video are available on the SCDSB website.

Other Matters
Chair Lloyd announced the upcoming retirement of Charlene Scime, Superintendent of Education, effective Aug. 31, 2024, and Chris Samis, Superintendent of Student Achievement (K-6) and Special Education, effective Aug. 14, 2024.
