SCDSB Update 9 – March 27, 2019

This update provides highlights of the Simcoe County District School Board (SCDSB) Board Meeting held Wednesday, March 27, 2019. Agendas and/or reports considered at this meeting are available at www.scdsb.on.ca.

Report from Student Trustees

Student Trustee Julia Felgner provided an update from Student Senate. Julia reported that the meeting was well attended and that time was taken to discuss strategies that ensure school initiatives, fundraisers and events are successful. Student Trustee Felgner shared that the incoming 2019-2020 student trustees attended the meeting to learn about their role and the 
Student Senate process.

Report from the Closed Session of the Board in Committee of the Whole

The Board ratified the following recommendation taken in the Closed Session meeting of the Committee of the Whole on Wednesday, March 27, 2019:

  1. That the Board approve the School/System Administrator Eligibility List as set out in Report No. CL-HR-D-1, School/System Administrator Eligibility List – March 2019, dated March 20, 2019.
D-4-a Business and Facilities 

The Board approved the following motions: 
  1. That the Board approve the schools closed to new out-of-area students for the 2019-2020 school year, as set out in Report No. BF-D-1, Capital Plan 2019-2020, dated March 6, 2019.
  2. That the Board declare the Byng Public School property surplus, as set out in Report No. BF-D-1, Capital Plan 2019-2020, dated March 6, 2019.
  3. That the Board approve the pursuit of facility partnership opportunities for the capital projects under consideration, as set out in Report No. BF-D-1, Capital Plan 2019-2020, dated March 6, 2019.
  4. That the Board approve the Capital Plan, as set out in APPENDIX A of Report No. BF-D-1, Capital Plan 2019-2020, dated March 6, 2019.
  5. That the Board approve that Policy 2240 – Budget Implementation be rescinded, as set out in Report No. BF-D-2, Review of Policy 2240 – Budget Implementation, dated March 6, 2019.
  6. That the Board approve the revisions to Policy 2110 – Trustee Attendance at Conferences and Workshops, as set out in APPENDIX C of Report No. BF-D-3, Revisions to Policy 2110 – Trustee Attendance at Conferences and Workshops, dated March 6, 2019.
D-4-b Program

The Board approved the following motions:
  1. That the Board approve the submission of the school year calendar for 2019-2020 to the Ministry of Education for approval, as set out in APPENDIX A of Report No. PRO-D-1, School Year Calendar 2019-2020, dated March 20, 2019.
  2. That the Board approve the revisions to Policy 4190 - English as a Second Language, as set out in APPENDIX C of Report No. PRO-D-2, Revisions to Policy 4190 - English as a Second Language, dated March 20, 2019.
  3. That the Board approve a letter written by the Simcoe County District School Board (SCDSB) Special Education Advisory Committee (SEAC) Chairperson and Vice-chairperson be sent to the Minister of Education and Minister of Children, Community and Social Services, addressing various concerns related to the changes to the Ontario Autism Program at the March 27, 2019 Board Meeting.
  4. That the Board approve that a letter be written by the Simcoe County District School Board (SCDSB) Chairperson to the Minister of Education and Minister of Children, Community and Social Services, to address concerns related to the changes to the Ontario Autism Program, and that the letter be approved by the SCDSB Board of Trustees at the March 27, 2019 Board Meeting.

  1. That the Board approve the revisions to Policy 3005 – Student and Staff Well-being, as set out in APPENDIX C of Report No. HR-D-1, Revisions to Policy 3005 – Student and Staff Well-being, dated March 20, 2019.

D-6-a SEAC February 11, 2019

Questions and Proposals from Trustees

Associate Director Dance, Superintendent Jeffs and Superintendent Samis responded to questions regarding the local impacts to increased class sizes, timing of the Grants for Student Needs and the status of the Ontario Autism Program. 

Chairperson Lloyd shared that a time capsule was found in a cornerstone block marked 1949 during the demolition of the former Orillia District Collegiate and Vocational Institute. Contents of the capsule will be revealed at a school event on March 29, 2019 at Orillia Secondary School.
