SCDSB Update 14 – June 15, 2022
This update provides highlights of the Simcoe County District School Board (SCDSB) Board Meeting held Wednesday, June 15, 2022. Agendas and/or reports considered at this meeting are available at www.scdsb.on.ca.
Report from the Student Trustees
Dean Maltby, Superintendent of Education, provided a report on the Student Equity Think Tank on behalf of the student trustees. Superintendent Maltby highlighted the actions of the committee and commended the student trustees for their leadership.
Student Trustee Presentation
Trustee Beacock thanked the outgoing student trustees for their contributions as representatives of students from across the SCDSB. Trustee Beacock noted the efforts of the student trustees to increase awareness of, and participation at Student Senate meetings. Trustee Beacock congratulated the student trustees and wished them well in the next phase of their educational journey.
Report from the Closed Session of the Board in Committee of the Whole
The Board ratified the following recommendations taken in the Closed Session meeting of the Committee of the Whole on Wednesday, June 15, 2022:
- That the Board approve the Chairperson and Vice-chairperson’s report, as set out in Report No. CL-B-2-b, dated May 25, 2022. Chairperson Lloyd acknowledged that the Board has completed the Director of Education’s Performance Review, and that goals and expectations of the role were met, resulting in a highly positive review.
- That the Board approve the School/System Administrator Eligibility List as set out in Report No. CL-HR-D-1, School/System Administrator Eligibility List – June 2022, dated June 8, 2022.
- That the Board approve the school administrator appointments as set out in Report No. CL-HR-D-2, School Administrator Appointments, dated June 8, 2022.

D-2-a Notice of Motion from the May 25, 2022 Board Meeting
The Board approved the following motion:
- That the Board approve that a letter be written by the Simcoe County District School Board (SCDSB) Chairperson to the Minister of Education and copied to the Ontario Public School Boards’ Association (OPSBA) and all board chairpersons, requesting that the transportation funding formula be updated.
D-4-a Business and Facilities
The Board approved the following motions:
- That the Board approve the proposed attendance areas effective September 2023 for the elementary schools and September 2024 for the secondary schools, as set out in APPENDIX C and D of Report No. BF-D-1, Townships of Essa and Springwater Attendance Area Review 2020:02, dated June 1, 2022.
- That the Board approve the proposed program review effective September 2023 for the French Immersion elementary schools, as set out in APPENDIX C and D of Report No. BF-D-2, Southeast Barrie Attendance Area Review – French Immersion Program 2020:01, dated June 1, 2022.
- That the Board approve the revisions to Policy 2150 – Trustee Honorarium, as set out in APPENDIX C of Report No. BF-D-3, Revisions to Policy 2150 – Trustee Honorarium, dated June 1, 2022.
- That the Board approve revisions to Policy 4440 – Naming of Schools, as set out in APPENDIX C of Report No. BF-D-4, Revisions to Policy 4440 – Naming of Schools, dated June 1, 2022.
- That the Board approve the revisions to Policy 2340 – Community Use of Facilities, as set out in APPENDIX C of Report No. BF-D-5, Revisions to Policy 2340 – Community Use of Facilities, dated June 1, 2022.
D-4-b Program
The Board approved the following motion:
- That the Board approve that a letter be written by the Simcoe County District School Board (SCDSB) Chairperson to the Ministry to address concerns related to the childcare sector and the impact on before and after child care programs.
D-5-a Strategic Priorities
The Board approved the following motion:
- That the Board approve that the Strategic Priorities be adopted as outlined in Report No. D-5-a Strategic Priorities 2022-2027, dated June 15, 2022.
D-5-b Appointment of Student Trustee Mentor
The Board approved the following motion:
- That the Board appoint Trustee Peter Beacock to serve as the student trustee mentor from August 1, 2022 to November 14, 2022, as set out in Report No. D-5-b, Appointment of Student Trustee Mentor, dated June 15, 2022.

E-2 Notices of Motion for Next Meeting
That Simcoe County District School Board Policy 2199 - Flag Protocol, be updated to include principles of equity, diversity and inclusion, and that a copy of the revised policy be presented to the Board of Trustees for approval at the regular meeting of the Board on September 28, 2022.
Reports/Update from Staff
John Dance, Director of Education, announced the retirement of Michael Giffen, Superintendent of Education, effective July 31, 2022. Director Dance thanked Superintendent Giffen for his many contributions to the board throughout his career and for his leadership as the superintendent of education responsible for well-being, outdoor education, sustainability and child care programs. Director Dance congratulated Superintendent Giffen on his upcoming retirement and wished him well on behalf of the Senior Administrative Team.
