SCDSB Update 8 – December 15, 2021
This update provides highlights of the Simcoe County District School Board (SCDSB) Board Meeting held Wednesday, December 15, 2021. Agendas and/or reports considered at this meeting are available at www.scdsb.on.ca.
Report from the Student Trustees
Student Trustee Goneau provided an update on behalf of the student trustees. Student Trustee Goneau reported that the Student Senate did not meet in December due to the upcoming Winter Break. Student Trustee Goneau shared that the student trustees attended the Ontario Student Trustees’ Association conference where they had the opportunity to network with peers and learn about the policies and practices of school boards from across the province.
Trustee Tribute
Chair Lloyd recognized John Cockburn for his many years of service to the SCDSB as the board’s solicitor since the early 1970s. Chair Lloyd thanked Mr. Cockburn for his exceptional customer service and commitment to the board and referenced several notable files that Mr. Cockburn worked on over the years. Chair Lloyd, on behalf of the Board of Trustees, congratulated Mr. Cockburn on his retirement and wished him well.
Report from the Closed Session of the Board in Committee of the Whole
The Board ratified the following recommendations taken in the Closed Session meeting of the Committee of the Whole on Wednesday, December 15, 2021:
- That the Board approve the purchase of the Tottenham elementary school site, as set out in Report No. CL-BF-D-1, Tottenham Elementary School Site Acquisition, dated December 1, 2021.
- That the Board approve the school administrator appointments as set out in report No. CL-HR-D-1, School Administrator Appointments, dated December 8, 2021.
Secondary Vice-principal Appointments:
Colin Bowins from External to Eastview SS – effective February 3, 2022
Jillian Murphy-Bowman from Nantyr Shores SS (Teacher) to Bear Creek SS (Acting) – effective immediately
Secondary Principal Appointment:
Tyson Maxwell from Bear Creek SS (VP) to Nantyr Shores SS (Acting) – effective immediately
- Trustees received the following transfer:
Secondary Vice-principal Transfer effective February 3, 2022
Harry Stegenga from Eastview SS to Simcoe Shores SS
- That the Board approve the School/System Administrator Eligibility List as set out in Report No. CL-B-2-a, School/System Administrator Eligibility List – December 2021, dated December 15, 2021.
D-4-a Business and Facilities
The Board approved the following motions:
- That the Board approve the revisions to Policy 2380 – Child Care Facilities and Services, as set out in APPENDIX C of Report No. BF-D-1, Revisions to Policy 2380 – Child Care Facilities and Services, dated December 1, 2021.
- That the Board approve the revisions to Policy 2115 – Trustee Expenditures, as set out in APPENDIX C of Report No. BF-D-2, Revisions to Policy 2115 – Trustee Expenditures, dated December 1, 2021.
D-4-b AAC
The Board approved the following motion:
- That the Board approve revisions to the Simcoe County District School Board Accessibility Advisory Committee Terms of Reference, as set out in APPENDIX A of Report No. D-4-b, Report of the Accessibility Advisory Committee, dated December 15, 2021.
D-5-a Trustee Committee Assignments
The Board approved the following motion:
- That the Board ratify the recommendations of the Selection Committee, as set out in APPENDIX A of Report No. D-5-a, Trustee Committee Assignments for 2022, dated December 15, 2021.
D-5-b Special Education Advisory Committee Member Appointments
The Board approved the following motion:
- That the Board appoint to the SCDSB SEAC, effective January 1, 2022, Andrea Trafford as the SEAC member and Tamara Lavender as the SEAC alternate member for Catulpa Community Support Services, as set out in Report No. D-5-b, Special Education Advisory Committee Member Appointments, dated December 15, 2021.

Questions and Proposals from Trustees
Trustee O’Brien shared that he attended virtual school council meetings for Johnson Street PS and Hillcrest PS parent council meetings. Trustee O’Brien shared that the students at Johnson Street PS are learning about and personalizing the Land Acknowledgement.
Trustee Snell asked about the option for students to access hybrid learning opportunities when students are required to remain home due to self-isolation.
Student Trustee Goneau asked if the SCDSB is considering mandatory vaccinations for students participating in athletics and extra-curricular activities.
Student Trustee Nasir asked if the SCDSB will be messaging students about bringing belongings home before departing for the Winter Break.
Student Trustee Oluwatayo asked if completion of the rapid antigen tests is mandatory prior to returning to school in January.
Reports and Updates from Staff
Superintendent of Education John Playford presented the Canadian Geographic Indigenous Peoples Atlas of Canada floor map that was on display in the Roy Edwards Room and explained how the map is used as an interactive learning tool for students and staff.
