This update provides highlights of the Simcoe County District School Board (SCDSB) Board Meeting held Wednesday, September 27, 2017. Agendas and/or reports considered at this meeting are available at www.scdsb.on.ca.
 
Report from Student Trustees

On behalf of Student Trustees, Student Trustee Gabi Millsap provided an update on the area of direction for the Student Senate this school year. The group looked at SCDSB’s Strategic Plan goals as a starting point. Suggested themes included well-being, mental health, bullying, equity and diversity, and use of social media. The group decided on a school wellness challenge. Innisdale Secondary School will take the lead on the challenge. A culminating activity will take place during Mental Health Week in May.
 
Student Trustees will conduct a survey to ask students what they want to focus on this year.
 
Report from the Closed Session of the Board in Committee of the Whole
 
The Board ratified the following recommendation taken in the Closed Session meeting of the Committee of the Whole on Wednesday, September 27, 2017:

  1. That the Board approve the Chippewas of Rama First Nation Education Services Agreement, as set out in APPENDIX A of Report No. CL-BF-D-1, Education Services Agreement – The Chippewas of Rama First Nation, dated September 6, 2017.

D-4-a Business & Facilities (September 6, 2017)
 
Community Partnership Opportunities – Township of Oro-Medonte (BF-D-1)
Property Tax Exemption (BF-D-2)

 
The Board approved the following motions:

  1. That the Board direct staff to enter into discussions with the Township of Oro-Medonte regarding facility partnership opportunities at a proposed new Oro-Medonte elementary school, as set out in Report No. BF-D-1, Community Partnership Opportunities - Township of Oro-Medonte, dated September 6, 2017.
  2. That the Board approve to exempt leased facilities from taxation for municipal and school purposes, effective September 1, 2017, as set out in APPENDIX A of Report No. BF-D-2, Property Tax Exemption, dated September 6, 2017.

D-4-b Human Resources (September 13, 2017)

The Board approved the following motions:

  1. That the Board approve the revisions to Policy No. 3010 – Employee Exchanges and External Secondments, as set out in APPENDIX C of Report No. HR-D-1, Review of Policy No. 3010 – Employee Exchanges and External Secondments, dated September 13, 2017.

D-7-a 2017-2018 SCDSB EQAO Results and Trends Over Time

Superintendent Chris Samis provided an update on Report D-7-a - 2017-2018 SCDSB EQAO Results and Trends Over Time. He reported that literacy results for our board and the province are strong, especially for the Grade 10 Ontario Secondary School Literacy Test (OSSLT).

Superintendent Samis recognized that improved EQAO math scores will be SCDSB’s focus going forward. He noted that highlights include the OSSLT results and this will be outlined in an upcoming report. Director Blake reminded trustees of the Board’s renewed focus on mathematics and literacy as outlined in its Strategic Plan and operational goals. 

Notices of Motion for Next Meeting

Vice-Chair Lloyd shared a notice of motion arising from the recent By-law Committee meeting, for revisions to the By-laws. This item will be discussed at the October Board Meeting.

That the Board approve the following revisions to the Board By-laws:

  1. Article II: Meetings of Board of Trustees – Regular Board Meetings 
    - Revise under Item #1, Regular Board Meetings 1.2 to read:  The January Board meeting will be scheduled on a Wednesday that does not coincide with the OPSBA Education Symposium.
  2. Article II: Meetings of Board of Trustees – First Meeting (In Non-Election Year)
    - Revise under Item #2 to read: Trustees will be provided the SCDSB Trustee Code of Conduct for their review and signature, as per Policy 2125, Trustee Code of Conduct.
  3. Article V: Standing Committees of Board
    - Revise under Item #2 to read: Program Standing (second Wednesday of the month at   6:00 p.m.)
    - Revise under Item #3 to read: Human Resources (second Wednesday of the month following Program Standing)
  4. Article VIII: Delegations and Written Submissions to the Board and Committees
    - Revise under Item #1.7 to read: Delegations will be granted up to ten minutes for their presentation, and up to ten minutes for questions of clarification. Any extension of this time limit will be granted only by the permission of the Chairperson.

Questions and Proposal from Trustees

Trustee Wayne Clements commented on the public meeting that took place on Sept. 26 regarding the potential Banting Memorial High School replacement. He commended SCDSB staff on their work on preparing and presenting at the meeting.

Trustee Michele Locke commented on tremendous participation and positive social media presence showing students and staff taking part in SCDSB’s Orange Shirt Day on Sept. 22.

Vice-Chair Lloyd thanked and recognized members of the First Nations Education Advisory Committee. They held their first meeting of the 2017-2018 school year on Sept. 27.
